The projects
Every coastal resiliency project we track in and around Battery Park City and The Battery, with its current status, cost, and schedule against what was originally announced.
Project ledgers
South Battery Park City Resiliency
A continuous line of flood protection from the Museum of Jewish Heritage through Wagner Park and Pier A Plaza to the northern edge of The Battery. Wagner Park was demolished and rebuilt roughly ten feet higher over a buried floodwall, with flip-up gates at Pier A Plaza rated for the 100-year storm.
North/West Battery Park City Resiliency
The biggest piece of Battery Park City's flood defense: about 1.5 miles of mostly buried floodwalls, tide gates, and a deployable West Street crossing, from First Place near South Cove along the Esplanade to high ground in Tribeca. Five years of construction along the neighborhood's waterfront, protecting roughly 25,000 residents and 120 buildings.
The Battery Coastal Resilience
Rebuilding The Battery's deteriorating wharf promenade about five feet higher, designed for the sea levels projected for 2100. The northern and western two-thirds was finished in March 2026, and the mayor marked its completion in June; the southern and eastern third is closed for Phase 2, scheduled to run to June 2027.
BPC Ball Fields Interim Flood Barriers
About 800 linear feet of flood barrier along the ball fields' Warren Street, West Street, and Murray Street edges, protecting the playing surface and the adjacent community center, with permanent storm-water drainage improvements. Built as a stopgap for up to ten years until the permanent North/West system arrives, a hand-off that has since slipped from the middle of the decade to late 2030.
Battery Playscape
A 1.5-acre flood-resilient playground replacing the one wrecked by Hurricane Sandy's floodwaters, at triple the size, with five ecological zones designed to absorb and withstand flooding. Included here as the tracked project that landed on the budget set at its groundbreaking, though it opened about nine months after the March 2021 completion NYC Parks projected.
The rest of the Lower Manhattan seawall
Battery Park City's projects are one stretch of a roughly 3.5-mile protective alignment around Lower Manhattan. The neighboring pieces, tracked here for context only.
| Project | Cost | Status |
|---|---|---|
| Brooklyn Bridge-Montgomery Coastal Resilience | $522M |
Under construction since fall 2022; floodgate installation in summer 2026, completion expected end of 2026 |
| FiDi and Seaport Climate Resilience Master Plan | $5-7B |
Design at roughly 30%; environmental review beginning in 2026; first-phase Seaport project lost $42.2M in federal funding in 2025 |
| NYCDOT Battery Park Underpass reconstruction | A NYCDOT project beneath The Battery, listed in the city's July 2022 LMCR staging plan with work from January 2024. Its recurring overnight closures push traffic onto surface streets and are a nightly noise source for the neighborhood; we are compiling its closure and schedule record | |
| Interim Flood Protection Measures | $3.5M |
Sand-filled HESCO barriers and water-filled dams along the Seaport and Two Bridges waterfront since 2019, protecting to roughly a 10-year flood standard until permanent projects finish |
