Corrections: night work in the notices since 2023, and two things seen on the ground

A full re-reading of all 84 two-week notifications for the South BPC project, done for an analysis of how often they set an end they later moved, found that our hours chart undercounted night work: twenty notifications schedule work between 9 PM and 5 AM, the first on October 27, 2023, where our data had flagged seven, and four notices from August and September 2023 that do state hours were marked as not stating them. The chart and the noise page are corrected. The same reading found that the February 20, 2026 notice already gave the evening shift an estimate, a range of 8 to 10 weeks, before the seven consecutive notices that said approximately 10 more weeks. Two resident observations join the record: Pier A Plaza's fencing came down on October 18, 2026, three and a half weeks after the BPCA declared the project complete, with a few small areas still blocked, and Mezze on the River has closed, as it announced it would. The analysis, with its method and counts, is in the site's library and will inform a new section. Source

October refresh: South BPC declared complete, North/West dates restated, and our corrections

The BPCA declared South BPC complete on September 24 but has published no final cost, and a September 16 board packet asked to add $3.6M to the Pier A Plaza contract; the pavilion restaurant still has no opening date. For North/West, the BPCA restated the Gateway Plaza esplanade starts as summer and fall 2026 and moved three tide gates to early 2027, and its own documents give completion as late 2030 or 2031. Corrections to our pages: the Pier A inlet platform had opened by January; the lawsuit was dismissed in late June; the 500 tree removals are an estimate, still under way; The Battery's first phase finished in March and its screening facility is in service; the Playscape opened about nine months late; and the ball fields hand-off falls within the barrier's stated life. New data: 2026 crashes through May and an 11 percent enrollment drop at P.S./I.S. 276. The archive adds 16 documents. Source

The site, redesigned: bigger type, real pictures, and find your building

Every number on this site is the same; the way it is set has changed. Pages now open on the one figure that matters, in the chart's two inks: blue for what was promised, orange for what happened, red where the gap is a loss. Thirty-eight dated, credited pictures from the open collections join the record, among them the BPCA's own 2022 rendering of Wagner Park's lawn beside a photograph of the same lawn in August 2025, the 1974 landfill the neighborhood stands on, the Battery Park Underpass the morning after Sandy, and a resident's photographs of the Upper Room's demolition and the esplanade's gates in 2026. On the closures page you can now pick your building and read exactly which esplanade segment it fronts, when the agency says the work starts, how long it says it will take, and whether a construction agreement exists. The data behind every page is unchanged; the next data refresh will note what has moved since July. Source

Mapped: the southern Esplanade, closed block by block into 2030

The closures page now recreates the BPCA's staging map for the waterfront walkway in front of Gateway Plaza, Hudson Tower, Liberty House, Liberty Terrace, and the Regatta. Segment by segment, the Esplanade closes from spring 2026 into roughly mid 2030: about 164 months of frontage closure in all, more than thirteen years compressed into four calendar years, with the Gateway frontage alone shut for about 50 months. Two of the segments are not even settled, because Liberty Terrace and Liberty House had not signed construction agreements as of July 2026. The map and a calendar timeline are drawn from the BPCA's own staging graphic and its March 2026 community Q&A. Source

Public data joins the ledger: crashes and enrollment

Two datasets now anchor claims that were resident observations. Police crash data for the West Street corridor shows pedestrian injuries roughly doubling in 2024 and 2025 against 2022 and 2023 while crash counts stayed flat, published with its limits stated: the dataset cannot see sidewalk conflicts that never involve a vehicle. And the school enrollment record answers the exodus question honestly: through 2023-24 it does not show one. P.S./I.S. 276 rebounded to its best year since 2019 while District 2 stayed flat. The years that would test the North/West effect have no public data yet; both tables update when they do. Source

New: the dark windows ledger, business and street life, schools and kids

Three more impact pages. The dark windows ledger tracks the spaces standing empty around the work zones, Pier A, the Wagner Hotel, and the West Thames grocery, each dark six-plus years, with the construction connection stated at exactly the strength the sources support. Business and street life covers the rink's open question, the deserted waterfront dining rooms, and the documented ticket-seller violence at The Battery's narrowed gates. Schools and kids assembles the advisory-committee record on noise near the five schools along the alignment and the sequence of children's-space closures, Wagner then Rockefeller. The home page now translates cost growth into a human unit: the on-budget playground this program already built once, many times over. Source

South BPC: the restaurant record, the overlook, and milestone markers

The South BPC page now tracks the pavilion restaurant in detail: the RFP that drew zero responses, the operator announced in 2025, the 2026 and summer 2026 promises, the March 2026 turn-over for fit-out, and no announced opening date as of July 2026, approaching five years since Gigino closed in September 2022. The unfinished Pier A overlook is recorded from the BPCA's own board updates. Schedule charts now carry milestone rows showing each promised feature against its actual delivery date; several misses are as long as the project's entire announced construction window. Two case files also debut: the Upper Room demolition and the Wagner Park pavilion. Source

New: impacts pages and a hosted documents archive

Three new impact ledgers: Noise and construction hours, charting the work hours stated in all 81 of the BPCA's two-week notifications against the FEIS's single-shift assumption; Closures and access, holding every announced closure duration against what happened; and Trees and green space, with the Wagner lawn and North/West tree counts in the agencies' own numbers. Plus a documents archive of 432 official documents captured from the South BPC and North/West project pages, every copy hosted here and preserved as it existed, with the original linked. The methodology page now defines the evidence tiers these pages use. Source

South BPC record tightened from the agency's own paper trail

We reviewed all 81 of the BPCA's two-week construction notifications, its community notices, the FEIS construction chapter, and the July 2022 staging presentation to CB1. Added to the South BPC page: the 20-month closure promise for Pier A Plaza, the November 2022 notice that closed Wagner Park for roughly two years of work, the FEIS assumption of a single 7 AM to 3 PM shift against the double-shift, seven-day, overnight schedule the notifications later describe, and the seven consecutive spring 2026 notices that each put approximately 10 more weeks on the same stretch of work. Roughly 500 mature trees come down along the Esplanade

Tree removals for the North/West project, which grew from 435 in the environmental impact statement to about 500 in a December technical memorandum, were carried out in spring 2026, some on Earth Day, over petitions and an attempted injunction. The BPCA says 525 will be planted. Source
