Promised workday, delivered workday
When the South BPC project cleared environmental review in 2022, its construction analysis assumed one main shift, 7 AM to 3 PM, with occasional extensions and only occasional weekend or night work. This page holds that assumption against the work hours the BPCA itself printed in its 84 two-week construction notifications, from May 2023 to September 2026.

What was promised
The project's Final Environmental Impact Statement (September 2022) assumed workers would work one main shift between 7 AM and 3 PM, with work normally ending around 3:00 or 3:30 PM. Extensions for critical tasks such as finishing a concrete pour would generally last until approximately 6 PM and involve only the workers on that task. Weekend or night work, it said, may occasionally be required, typically 8 AM to 4 PM on weekends, with permits and less activity than a normal workday. The FEIS noise chapter lists as a committed practice that construction activities are only allowed during daytimes from 7:00 AM to 6:00 PM, while allowing that work could take place outside those hours to expedite construction, with consultation and monitoring.
What the notifications describe
Each column is one of the BPCA's own two-week construction notifications, drawn from the official project page, spanning the hours of work that notification states. The shaded band is the FEIS's assumed shift.
Solid columns within 6 PM are shown in blue; columns reaching past 6 PM in orange. Dots mark notifications describing overnight or early-morning work. Short gray ticks are notifications that stated no hours. Hover any column for detail.

How the workday grew
Every step below is taken from a BPCA document, linked.

- Through 2023 and most of 2024, notifications state standard hours of 7 AM to 6 PM, already the outer bound of the FEIS's occasional extension; from October 27, 2023, fifteen of them also schedule night work between 9 PM and 5 AM on specific nights, and four schedule a one-off Saturday.
- In April to June 2025, notifications schedule night work from 9 PM to 5 AM on West Street for sewer improvements and resurfacing, the latest of twenty notifications since October 2023 to state night work.
- From August 2025, the standard header of every notification reads 7 AM to 6 PM including weekends.
- From February 2026, the header becomes 7 AM to 11 PM including weekends: a double shift at Pier A Plaza and Battery Place, with evening crews working 3 PM to 11 PM.
- The header sentence has said "including weekends" since August 1, 2025. What changed on May 1, 2026 is the evening shift at Pier A Plaza and Battery Place: its notice of February 20 said work was "not anticipated to take place on Saturday or Sunday"; two weeks later Saturday was on its schedule, the April 3 notice said Sunday "may" be, and from May 1 it scheduled Sundays, 7 AM to 3:30 PM.
- In June 2026, an overnight shift runs 9 PM to 5 AM alongside the two day shifts.
- From July 10, 2026, the last four notifications go back to a header of 7 AM to 6 PM including weekends, with no extra shift and no estimate of weeks remaining. The BPCA posted none after the one covering through September 11, and declared the project complete on September 24.
The last stretch, in the agency's own estimates
Beginning on February 20, 2026, with a range of 8 to 10 weeks, each notification estimated how much longer the double-shift work at Pier A Plaza and Battery Place would run. Seven consecutive notifications, March 6 through May 29, gave the same answer: approximately 10 more weeks. Had the first single estimate held, the work would have ended in mid May.
Estimates as printed in each notification. The June 12 notification said approximately 4 more weeks; two weeks later the estimate was 9. No later notification gave an estimate, and the BPCA declared the project complete on September 24, 2026.
Still being assembled
Claims we are working to support before they appear as findings.

- resident-observed Late-night decibel readings from residences near the work zones, and a log of Battery Park Underpass overnight closures and the traffic noise they push onto surface streets. Being compiled for publication with dates, times, and levels.
- documented The monitoring gap: the FEIS commits the BPCA to implementing a community noise and vibration monitoring program, and the North/West project's May 2026 advisory committee deck names an independent air and noise quality monitor. Yet the monitoring reports posted to the project pages are air-quality only; among the 455 documents in our capture of both project pages, not one contains a measured noise level. The independent monitor's own first three reports, for April through June 2026, say it did not yet have the noise data. In October the BPCA told Gateway tenants that monthly noise and air reports are published on the project website and that the monitors run around the clock, while the website itself says they run during working hours and promises public reports on air quality (the BPCA's answers). When a tenant association asked, after resident complaints, whether noise on higher floors had been studied, the recorded answer was that construction follows DEP sound-mitigation guidelines. Where the noise data lives, and why it is not published alongside the air data, is now a records-request target.
- documented The North/West baseline, on the record early this time: the project's May 2026 advisory committee deck states that citywide construction hours apply, weekdays 7 AM to 6 PM, with any required weekend or night work noticed in advance. In its January 2026 meeting, air, noise, and vibration mitigation already accounted for 34 percent of community inquiries. The BPCA restated the weekday baseline on October 1, 2026, and its own notices since record night work: pile drilling along West Street near Pier 25 from 10 PM to 6 AM starting September 14, and overnight work near the Winter Garden from 10 PM to 7 AM on September 18. This page will hold the stated hours against the notifications as North/West construction ramps up, the same way it does for South BPC.
- needs source The Battery Park Underpass reconstruction driving the night closures is a NYCDOT project; its closure schedule is a records-request target. See the note on the projects page.
